On November 26, 1991, Barr was appointed United States Attorney General by President George H. W. Bush to succeed Dick Thornburgh. Barr served in the Cabinet until the end of Bush's term on January 20, 1993.
In 1992, as attorney general, Barr launched a telephone surveillance program to collect information about foreign calls made by innocent U.S. citizens. The secret program, which was initially supervised and operated by the Drug Enforcement Agency, recorded billions of connection data and other information from conversations in almost every US state.
