Pariser Friedensverhandlungen 1919-1920
It was Dulles who, in Article 231 of the Versailles Treaty, legally formulated the German war debt (sole debt), which was the main reason for the first German delegation under Graf Brockdorff-Rantzau. Dulles was more or less in vain for moderate conditions. Here he learned u. Jean Monnet (1888–1979) and British economist John Maynard Keynes (1883–1946) know. With Monnet, he also connected a deep friendship later. (Monnet formulated a plan from 1946 to 1950, which was decided in 1950 as a Schuman plan and led to the foundation of the European Community for Coal and Steel (EGKS, Montanunion).)
Even in the later years, he did not lose sight of the negotiations for reparation payments. In the beginning he believed that Germany could also recover under the burden of reparations, in contrast to Keynes. Later he and Sullivan & Cromwell were involved in the Dawes and Young Plan.

Robert Lansing
When John Foster Dulles heard that Wilson wanted to lead the peace negotiations, he asked his uncle Robert Lansing, Foreign Minister under Wilson to get him there. Robert Lansing no longer had a good relationship with the president; Nevertheless, it was taken with him. He owed this to his work in the War Industrial Board (subdivision of the Central Bureau of Planning and Statistic), whose head was Bernard Baruch, who took him as his assistant.
