Dennis Carroll led the measures of USAID in response to the outbreak of bird flu (H5N1) from 2005, the 2009 H1N1 pandemy and the 2014 West Africa Ebola epidemic.
Carroll was the director of the Department of New Threats from the US Agency for International Development (USAI) for more than 15 years and headed the agency's "Emerging Pandemic Threat" program.
