Federal Reserve Bank of Dallas
In August 2015, Kaplan was appointed head of the Federal Reserve Bank of Dallas with effect from September 2015. At the beginning of September 2021, a form for financial disclosure showed that Kaplan had traded individual shares worth millions of dollars, including Apple, Amazon and Delta Airlines, and 32 individual shares, 27 of which had a value of over $ 1 million, including those of five fossil fuel companies. Kaplan's trading activities were widely criticized because they had undermined confidence in the Federal Reserve. All transactions took place outside the Federal Reserve's financial blocking period and were approved by the bank's compliance department. Senator Elizabeth Warren has asked all President of the Federal Reserve to prevent trading and possession of their own regional shares. Due to the ethical concerns, Kaplan said that he would sell his own stocks.
On September 27, 2021, Kaplan announced that he would resign early from his position as President of the Federal Reserve Bank of Dallas due to his stock market transactions. His departure came into force on October 8, 2021.
