From 1962 to 1966 Richard Holbrooke worked in Vietnam, first as a regional representative of the United States Agency for International Development (USAID) in the Mekong Delta. Here he served in the Rural Affairs department ("rural affairs") in Sóc Trăng (location), near the province of Cà Mau, which was a stronghold of the Vietcong. At least on paper, the responsibility of more than 300 so -called military villages in the context of the Strategic Hamlet Program fell through his responsibility. In fact, there was a large part of the villages in the hands of the Vietcong, which, according to the information of the intelligence services in this province, had more than 3000 cadres or was destroyed by it.
