As a register modernization authority, the BVA has the order to transmit the identification number and the other basic data to register -managing authorities and other authorized authorities.

The Federal Administrative Office (BVA) commissioned MSG to support the ZFA professional processes in 2015 to "conception and develop a new specialist landscape.

According to the MSG, the Federal Administrative Office was involved in the DAISY project and had entrusted MSG with the task of the conception and development of the software:

"In 2015, the BVA had commissioned MSG to support and develop a new specialist landscape to support the technical processes of the ZFA. Since 2021, the central office for the foreign school system has been part of the newly founded BFAA; the BVA has been supporting the IT project despite the change of authorities on behalf of the Federal Foreign Office until the end."

In 2015, judge was the head of the unit IT in the Federal Administrative Office.
