Schumann's first mandate was the building of the Grafeneck killing facility in Württemberg for mentally ill and disabled people.
On January 18, 1940, the first transport of 25 men from the Eglfing-Haar Heil- und Nursing Institute near Munich arrived in Grafeneck, where they were murdered in the gas chamber. Until Schumann's transfer to the Pirna-Sonnenstein killing facility at the end of May or early June 1940, 1,239 patients were killed in Grafeneck by carbon monoxide gas.

Shortly before the official attitude of Action T4, Schumann was appointed as an expert for a medical commission, which was commissioned under the cover name "14f13" or "Aktion 14f13" to select the work incapable of working or that is incurably ill in the concentration camps. So he came to Auschwitz for the first time on July 28, 1941. Here he selected 575 prisoners who were brought to the Nazi killing facility in Sonnenstein. He carried out further selections to the Buchenwald, Dachau, Flossenbürg, Groß-Rosen, Mauthausen, Neuengamme and Niederhagen.
